The conditional mediation web-platform tests incorrectly assume that conditional mediation requires a platform authenticator (https://searchfox.org/mozilla-central/rev/ddde3bbcafabe0fc8a36c660b3b673507d3e3874/testing/web-platform/tests/webauthn/conditional-mediation.https.html#25-35).
The conditional mediation explainer says
We still want to support traditional security keys with this flow. For this example, clicking "Sign in with another device..." would open the regular WebAuthn dialog.
The "Conditional mediation not supported" test should be removed.

The test removed here incorrectly assumes that conditional mediation can only
be offered in the presence of a platform authenticator. Conditional mediation
can always be offered.
