User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:120.0) Gecko/20100101 Firefox/120.0
Steps to reproduce:
- In Settings, under Incoming Mails -> When new messages arrive, make sure "Show an alert" and "Use the system notification" are checked.
- Wait for a new mail notification.
- Click on it in the action centre or the pop-up that appears.

Version 22H2
OS build 22621.2861
Actual results:
The notification disappears, which is expected.
Expected results:
The notification should disappear, and Thunderbird should open up.
Currently, Thunderbird doesn't open up.

Was fixed in 128. How is version 128 for you?
