1870355 - Create AUS migration from comm-release channels to comm-esr

In order to handle AUS updates for monthly releases, Thunderbird 115 users will need to be switched to a new "comm-esr' update channel on Balrog. This is due to how balrogscript works and how it associates the right channel for the right project.

This is accomplished client-side with a special MAR file that is served out of the comm-release update channel. It's basically the same process that is used for EOLing support for an operating system when Firefox diverts release channel users to an esr channel. Details are here.

I'd like to do this after 115.7.0, but before 115.8.0. (Jan 22 2024 and Feb 20 2024)

This means that for 115.8.0, bug 1860173 needs uplifting to mozilla-esr115 and comm-esr115. Uplift needs to be requested the week of Jan 22 to make it into Firefox 115.8.0esr.

In Balrog, there will be a watershed "release" for the channel-switch update for versions < 115.8.0 and > 115.7.n.
