Lately I'm seeing a very fast flash of the newtab settings panel when opening a new window, at least some of the time.

I can't reproduce, at first glance.
There aren't many details here. Are you seeing this on Nightly, or release, or... and on which OS? Does it reproduce on a clean profile?
If it started recently, could you try to find a regression window with mozregression?

This was nightly, but I can no longer reproduce (it was too late at the day I filed this bug to do much more, so resolving worksforme)
