This function was removed from libwebrtc here:

https://source.chromium.org/chromium/_/webrtc/src.git/+/3aa951a7c6f5bb953496ef688a57a1ad28f4d720

We might be able to cherry-pick this, if it isn't coming in on the next update anyway.
