Steps to reproduce:

Upon opening SeaMonkey Mail & Newsgroups, many folders are missing from the directory in my primary IMAP mail account. I opened File:Subscribe... and the missing folders were listed. I clicked the checkbox next to each missing folder. In some cases, the checkmark did not appear. In other cases, the check mark appeared after a wait of up to 30 seconds. I clicked the Subscribe button, and closed the Subscribe... dialog.

Please note that clicking the Refresh button at any time reverts the checked folders to the unchecked state, even after clicking the Subscribe button.

Actual results:

The subscribed folders did not appear in the mail folder directory after clicking the Subscribe button. Multiple repetitions of the same process sometimes succeeded in making one or two of the missing folder appear, but upon closing the Mail & Newsgroups app, the folders had disappeared. In no case was it possible to get the missing folders to appear in the mail folders directory. After selecting all folders and clicking the Subscribe button, clicking the Refresh button should populate the mail folders directory with all folders checked and subscribed.

Expected results:

All mail folders in the IMAP account should appear in the mail folders directory after subscribing to them in the Subscribe... dialog.

I consider this a serious bug, as it prevents the user from accessing messages in the missing folders in the IMAP account. One of the missing folders is the Unsent Messages folder. When prompted "Do you want to send unsent messages?" there is no way to review the unsent messages to determine whether or not to send them.

I am unable to reproduce this. Previously the release under macOS with an imap account under 10.15. Check in safe mode and see if an installed add-on breaks it. Please check the web console for error messages too when you subscribe.
