I see no reason for en-mac.jar and en-unix.jar to be included in the Windows
installation.  I am guessing that all three are being included for each platform
and that should not be the case.  There should be only the file included for the
platform included.
If build is for Windows then include en-win.jar
If build is for Mac then include en-mac.jar
If build is for UNIX then include en-unix.jar
They should not all be included as this wastes space, bandwidth, and
consequently time.

Steps to Reproduce:
1. Download Mozilla.
Actual Results:  
Look in the chrome folder.  en-mac.jar and en-unix.jar will be present.

Expected Results:  
These files should not be present.

As a test, I will remove the files from my installation and make sure nothing
bad happens.
I deleted my en-mac.jar and en-unix.jar and had no problems restarting or using
Mozilla.
This is done on purpose, so localizers working on Windows don't need to 
download all the packages (and deal with extracting files out of the weird mac 
packaging format).  They were removed once and were reinstated; you can find 
the bug on that if you care.

reopening and repurposing to undo that bug

for localizers, the files to localize could be packed into a zip or tar or tgz
or whatever instead of including them in an already hugh 10 MB download.

You can fight with the localization team about this but I doubt that it's going
to change.
