1871390 - Update owners of of Code Analysis and Debugging Tools

[Yulia Startsev [:yulia] OOO until July 2026]

dbaron used to handle the code analysis and debugging tools component, but he left mozilla a few years ago and this wasn't updated. I've moved him to emeritus, but I imagine we have a new owner? :canaltinova, a recent but for jprof was published under the gecko profiler, so I've posted this bug there. Do you know who the current owners of these folders are? Please feel free to redirect if there is a better place for this.

Hi Yulia, I'm not so sure. I don't think someone touched these codebases for a while now. But Bas might know more indeed.

I suspect it's no longer appropriate for all these folders to be grouped into a single component with a single owner. Most likely it makes sense to sit down and define what modules different things should be part of here.

This is part of a larger patch stack updating our owners -- I think it makes sense to update and define the correct home for these modules as a second step, otherwise some of the updates (like removing the link to dbaron) don't make sense. I can open a new bug for evaluating the new home.
