1871396 - Update owners for the legacy html parser

I was reviewing mots and noticed things were a little out of date, so I am doing a clean up. It can't be done as a batch as each request needs to be put into its on bug per component. This impacts the legacy parser not the current parser, but we don't seem to have a component for it in bugzilla (unless I missed it).

Bug 543435 will take away the remaining about:blank HTML legacy from the legacy HTML parser, at which point what will remain should probably be covered by the XML module. I don't object to the update here, but an alternative would be considering the directory part of the XML module right now and removing the legacy HTML parser as a module ownership module.
