We currently set a channel paramter to "fen" to enable rich suggestions.

The channel parameter is currently being used for quite a few things, it enables other features (channel=ftr for trending), it allows us to track experiment populations. I can see it also being used to send channel=fs to canonical distributions. Currently it is ok for trending at least because trending returns rich suggestions by default, however if we do end up using this parameter in another experiment it may break rich suggestions.

We should have a dedicated parameter to enable rich suggestions so it cannot conflict with other params/

No engineering required here, google are going to enable by default without the param
