Populate the "Translations Preferences" UI content

• Add all UI elements (not their functionality)
  • The paragraph text
  • The always-translate section with the dropdown that defaults to "Add language"
  • The never-translate section with the dropdown that defaults to "Add language"
  • The download-languages section with all of its text, the learn-more link, etc.
  • Do not worry about populating any dynamic content in this patch.
  • Test that UI elements are visible and have the expected data-l10n-id values
