This page is more than 1 MB in size. I think it is source of trouble. If delete first few table's, "bad format" moving below (this page content is simply -- a ;ot of tables). And when I made this html-size lower than 1Mb -- only than it showed correctly. So I think it is 1 MB limit trouble.
Oh, BTW, the source of such behaviour is unclosed <center> tag. I do a testcase with 1 MB size and with many <center>text. At the end of this text I add simple table (<table border="1"><tr><td>Test Table</td></tr></table>) -- and see centered text with no border. If I close all <center> it work correctly.
I also see this with Windows XP and Build ID 2003010108. This might be a dupe of bug 58917, but I´m not sure.
