1873897 - Update Testrail Milestone Release Trigger and Slack Message

After one month of testing the release trigger for Testrail Milestone creation and reporting, we're updating the triggers, slack messaging, and Testrail project to go-live instead of the dummy project used for testing.

The script, testrail.py in both Focus and Fenix will be updated to modify the Testrail project being pointed to, from Firefox TV (a defunct, unused project used for testing) to the Fenix Browser project.

The release triggers will be updated from on-push events to a one-time creation for on-promote.

The Slack messaging will also change to be more descriptive and will remain in the #mobile-alerts-sandbox channel for further testing before going live in #mobile-testeng.
