1873909 - Background of titlebar icons does not update

Steps to reproduce:

• Using Firefox 121.0 on Raspberry Pi OS 64-bit on a Raspberry Pi 4 (aarch64)
• I've set all the desktop colours to weird choices to make it clearer what's going wrong
• Set browser.tabs.inTitlebar to 2 (on Raspberry Pi OS this is set to 0 by default)
• Change focus to a window other than Firefox and then back to Firefox

Actual results:

• The top-right icons (minimise, maximise, close) render incorrectly.
• When the titlebar changes colour from inactive to active, the transparent backgrounds of the icons stay the inactive colour
• If you mouseover the icons or change Firefox tab the the icon backgrounds update and look correct.

Expected results:

• The transparent minimise/maximise/close icons should draw with the correct background colour immediately after changing window focus.
