Steps to reproduce:

Scrolling on any webpage with "smooth scrolling" on.

Actual results:

A couple of thick lines of distortion near the bottom-third of my screen are visible while scrolling. It doesn't do this in any other program or other browsers.

Expected results:

"Smooth scrolling" as intended, without additional distortion lines.

The Bugbug bot thinks this bug should belong to the 'Core::Panning and Zooming' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

This sounds like a graphics issue, I believe the term for it is "tearing".
