Steps to reproduce:

I have noticed by installing Thunderbird 115.6.1 on a fresh PC that once installed there are no Local Folders. I am used to Thunderbird always automatically creating Local Folders. The person I was setting the PC up needs to access the emails store in an MBOX file and with Local Folders that was always so easy to do. Now the Local Folders are not created automatically and I can't find an option to create them anywhere in the menus.
I tested the following Thunderbird versions:

  • Thunderbird Setup 91.9.1 (Local Folders are created automatically)
  • Thunderbird Setup 101.0b4 (Local Folders are NOT created automatically)
  • Thunderbird Setup 110.0b4 (Local Folders are NOT created automatically)
  • Thunderbird Setup 115.6.1 (Local Folders are NOT created automatically)

Actual results:

No automatically created Local Folders anymore with Thunderbird >91.9.1

Expected results:

If Thunderbird is started without a profile existing or if you create a new profile, in that profile Local Folders should be automatically created.
Alternatively there should be an option in the menus or settings to create Local Folders.

Local folders is now not created until the first non-rss account is created. You have created an RSS account, which changed with bug 1728030.

Oh, that's unfortunate... sometimes there's a need for Thunderbird to be only used for the offline MBOX backups (for example when the gmail account is full, download all email to the MBOX file, use that locally in Thunderbird, continue using gmail in the web browser).
For now my two workarounds for such scenarios are:

  • install Thunderbird 91.9.1, start it so that a profile is created; update do the latest Thunderbird, go to the Local Folders settings and point to the MBOX.
    or:
  • install latest Thunderbird, create an RSS account, go to the account settings and point to the MBOX.
    The second one is quite "hacky", so I wonder... is there a way to create a "local only" account somehow?

Or download the latest version and opt to do the following:
create a POP gmail account and either not download anything (or download everything which is in the Inbox which will save you from having to go through the method currently used because everything downloaded will be auto put into a mbox file in the pop account).
Then create folders in Pop account or Local Folders account and move emails for sorting purposes.
Once a pop account is created you can set up Thunderbird to start up in Offline mode so it does not connect to server.
Now you have a choice - either use the pop account folders or use the 'Local Folders' mail account. It makes no difference whether they are stored in the pop account or in Local Folders because either way the emails are stored in mbox file(s) on your computer in the same profile. But it does mean you can still choose to go online and download everything from the server Inbox directly or do the import of mbox routine.

In view of the comments in this bug 1918775

It seems it's important for people needing to use 'Local Folders' for viewing imported mbox files.
EG: When using Google Takeout to export an MBOX of messages and then wishing to view those emails in Thunderbird without the need to create a mail account. Creating a 'Feeds' account just to view personal emails in an mbox file results in 'Remote Content' being auto displayed which is not desirable.

Therefore 'Local Folders' needs to be available by default.

Perhaps the current status of this needs reviewing in the light of valid needs to see personal data/emails.
'Feeds' auto display 'remote content' and 'feeds' does not seem to be the correct type of account just to read personal emails.
