Steps to reproduce:

Open enough tabs to fill the tray

Actual results:

The tabs tray is scrollable

Expected results:

The tabs tray is not scrollable

I can confirm the issue on all the latest Firefox for Android builds: 122.0, Beta 122.0b9, and Nightly 123.01a from 1/21, using a Google Pixel 6 (Android 14), and Oppo Find N2 Flip (Android 13).

Hey, thanks for filing this ticket! The empty spacing at the bottom of the tab grid/list is intentional! It's there so Snackbars (like the UNDO when closing tabs) don't accidentally overlap & block any tabs at the bottom.
