Open the browser
Tap the toolbar
Actual results:
The keyboard doesn't pop up
Expected results:
The keyboard does pop up

This seems the same as 1875111, closing this as a duplicate.

This was on this on a device with Android 11 and that patch landed
I thought it would have fixed the issue but it didn't
It seems to be a recent regression

The fix was only for the start screen on Focus that should automatically show the keyboard when first focused.
