Steps to Reproduce:
- comment some bug, e.g. http://bugzilla.mozilla.org/show_bug.cgi?id=99828
- some other bug shows up in the browser window

If you read the text at the top of that bug it showed you, it says "The *NEXT*
bug in your list is:" followed by the header for that bug (emphasis added).  You
previously viewed a buglist.  You then chose the bug you commented on off that
list.  Once you're done with a bug it shows you the next one on that list you
were just looking at.

It should be noted that this behaviour is many times "surprising", so it might
not be the best solution for all sites.
