Details
Once one navigator window is present, ctrl+1 or menu item window->navigator is
no more useful.
Steps to reproduce:
1. Open a new browser window (ctrl-n)
2. Press ctrl+1
Expected behaviour: New browser window opened.
Current behaviour: No apparent effects.
Additional info:
ctrl+1 is much easier to press with one hand than ctrl+n especially for most
of users who use the mouse with right hand and have left hand free near the left
side of keyboard.
I personally hold my hand there most of the time when browsing (close to
esc=stop) and ctrl-n and ctrl-w are two shortcuts I use most often.
Unfortunately n is placed in the middle of keyboard and both ctrl on the ends,
so it requires a good finger stretching to press that with one hand.

Then how do you switch from the mail-window to the browser-window without using
a mouse ?
One of the most annoying things for me, is that ctrl-1 sometimes opens a new
window, sometimes not. I would prefer to use ctrl-1 to switch windows only
(never open a new window), and ctrl-n to always open a new window.
please don't randomly mark bugs as new without making sure they aren't already
covered in bugzilla.

I really like the way it works right now, Ctrl+1 cycles through all the browser
windows.
