1876966 - Fx won't open after executing Firefox.exe while Firefox.exe is still being shut down

User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:122.0) Gecko/20100101 Firefox/122.0

Steps to reproduce:

Have a long browsing session, then exit Firefox and click an Firefox shortcut (linking to Firefox.exe) again.

Actual results:

Nothing.

Expected results:

Firefox.exe should be placed in some type of queue to start again as soon as the Firefox process is closed, if the user executes Firefox.exe one single time while Firefox.exe is running.

Addition to "Steps to reproduce:": after exiting Firefox, very quickly click on the shortcut.

I was able to reproduce the issue on Win10x64 using Firefox builds 122.0 and 123.0b9, could not reproduce with 121.0.

I don't think this belongs in this component since it's about windows-specific startup/shutdown processes, so sending it over to Core.
