Steps to reproduce:

  1. container running on rhel8 fips enabled mode
  2. container installed nginx-1.21.6, openjdk-1.8.0
  3. upgrade nss-softokn-freebl from nss-softokn-freebl-3.67.0-7.el8_5 to nss-softokn-freebl-3.79.0-11.el8_7

Actual results:

container can't start up
after downgrade to nss-softokn-freebl-3.67.0-7.el8_5, it works well.

Might be worth filing a bug with RedHat: https://bugzilla.redhat.com/

This seems to be a Redhat packages, please reopen if there is a software defect we can address.
