This is a regression caused by the fix for bug 181644. The problem is that the
parent frame of the placeholder is the block or inline frame involved, not the
line box (which is not a frame). So if the placeholder is in the Nth line of a
paragraph for N != 1, the positioned frame will be lined up with the _first_
line rather than the Nth line (since the parent of the placeholder is the block
frame of the paragraph).
I feel that if we can't fix this by 1.3b we should back out bug 181644 -- this
is a much bigger problem....
