Steps to reproduce:

While mouse-wheel scrolling in the overflow drop-down list of bookmark-toolbar bookmarks, at some point the mouse pointer momentarily hovers over a folder in the list, spontaneously opening a sub-menu of the folder's contents.

Actual results:

At that moment mouse-wheel scrolling of the drop-down list gets disabled.

Expected results:

The ability to mouse-wheel scroll the list should have continued, uninterrupted.

I suppose this behavior may be by design, but in practice—for me, anyway—what happens is that I'm happily scrolling through the list, and any time that the mouse pointer happens to stop over a folder in the list (between "scroll strokes" of my finger on the mouse wheel), I can suddenly scroll no more; scrolling simply halts in the midst of my stroking of the mouse wheel.

The Bugbug bot thinks this bug should belong to the 'Firefox::Bookmarks & History' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

Hello! I have managed to reproduce the issue with firefox 124.0a1(2024-02-09), 122.0.1 and 123.0b8 on Ubuntu 22.04, MacOS 12.6 and Windows 10. I will mark this issue as NEW and update the flags accordingly in order to get our developers involved and provide a solution for this issue.
