If you lock browser.contentblocking.category, the UI for switching categories is disabled (see attachment), but you can still expand the dropdown for Custom and enable/disable things.
Either we should not allow custom to be expanded when things are locked or we should lock the things under custom.
I'm not sure which is the right thing.

FYI, I'm going to add support for locking prefs in setPrefsToCategory in bug 1877695 so that might help this.

I think I have my answer.
If you lock everything, it completely locks the UI including the arrows.
So the question is should locking
browser.contentblocking.category
do this?
Or should you have to explicitly lock everything to get this situation.

Locking browser.contentblocking.category
should lock all the prefs under that category. Let's put this one in the backlog.
