Show Yelp suggestion as top pick if the subject matches exactly with user's keyword.
Otherwise, i.e., if the subject suggested has been complemented, it will be suggested as normal suggestion, not top pick.

Loren changed plans for Yelp top pick, so I'll morph this bug: Similar to the higher-placement sponsored experiment, the Yelp experiment will have two treatment branches, one that shows it as top pick and another that shows it in the usual Suggest position. We'll need to add a Nimbus variable and update YelpSuggestions to use it.
