1878808 - Update the FxA toolbar icon to direct to about:preferences#sync

Currently the FxA toolbar icon that is now default on the toolbar links to directly to signing in to FxA.

It has been discussed that the user doesn't seem to get much context in what they are clicking and not necessarily electing to "sync". It has also been discussed that there is a potential for the button to lead to a better landing page that explains in more detail the benefits and features of signing in (including sync). For now, it seems acceptable to at least direct the user to about:preferences#sync where there is a little more context of what features the user gets when signing into the browser itself.

1. Update the FxA toolbar button to take the user to about:preferences#sync
2. Update any telemetry associated with the new flow to ensure we can understand the impact to users
