This bug is to connect "Try Again" on the CouldNotLoadLanguagesError to fetch the languages. Should call the FETCH_SUPPORTED_LANGUAGES API in OperationRequestedAction. (Refactor happening in Bug 1877205, so a soft dependency for it to land first.
