Steps to reproduce

1. Open any PDF in Firefox.
2. Add an image to the PDF file.
3. Start to Free Highlight on top of the image.

Expected result

• Users should be able to free Highlight on top of added images.

Actual result

• Unable to Free highlight on top of an image.
