Preconditions

Steps to reproduce
- Install an old Firefox nightly build (ex. firefox-121.0a1.en-US.win64-aarch64.installer.exe) on a clean profile and run it.
- Pin Firefox icon to the taskbar.
- Update Firefox to its latest version.
- Close Firefox then click on the pinned icon from taskbar and open Firefox.

Actual result

- Tested with Firefox 120.0b9, updated to Firefox 123.0b8 pin/unpin remain responsive, then setting browser.taskbar.lists.legacyBackend to false, restart the browser, Firefox pin/unpin to the taskbar remain functional.

:zstimi, if you think that's a regression, could you try to find a regression range using for example mozregression?

It is not a nightly regression, tested on Firefox 99.0a1 (build from 2022.02.15), Firefox 111.0a1 the issue reproduces on very old builds.
Also reproduced on Windows 10 X64 and on Windows 11 x64 using Firefox nightly zip builds (124.0a1).
