Steps to reproduce:

Watch any video from a website. Except youtube

Actual results:

Video starts off stuttering but gets smooth once a skip command or gesture is used. (double tap, dedicated skip button). Internet speed was stable in every instance

Expected results:

Videos should be smooth without needing to skip. This happened after the most recent update. And I use an up to date samsung galaxy S1O plus if that helps

I was able to reproduce your issue on a Samsung Galaxy S23 Ultra (Android 14), however this issue was logged before, so I will close it as duplicate of this one.
