A toolkit API to clear "cached" or language files that are not a part of a full downloaded language packet would be beneficial for clearing space on Android devices and a prerequisite for Bug 1869404 and clearing the cache as described in Figma.

This bug is to add a way to clear lingering downloaded models that were not intentionally
downloaded on the downloads screen this would usually be models acquired after pressing translate.
For example, for translating es->en, then that model was downloaded.
