Could you try https://webauthn.io? You should be shown the "iPhone, iPad, or Android device" option in Windows Hello when you try to authenticate (you shouldn't even need to register a passkey first).

Opened https://webauthn.io, pressed authenticate, got insert your security key into the usb port.
If I try to register a passkey, I get fingerprint, pin or security key as options.

I see the "Use another device" / "iPhone, iPad, or Android device" option on Windows 11 (Home Insider Preview, 22H2, build 23565.1000). There might not be anything we can do about this from the Firefox side.

Ok, I updated to Windows 23H2 and the authentication process is working now - I get the option to sign in using another device.
