It feels weird/unnecessary to have that "focus-android" path in an android directory.

I would really suggest not to do this.

It might seem like a simple change, but I don't think the downstream consequences are easy to identify.

• There is RelEng automation used to import strings from the android-l10n repository.
• There is automation in GitHub to expose the strings from the mozilla-firefox/firefox repository into android-l10n.
• There is Pontoon and other automation expecting to find strings in the current path (example for Italian, notice the URL).

And there is probably more relying on the existing path.

If you think this work is required, this might be large enough to require planning and time on my team's roadmap.
In any case, it needs investigation before any change lands, and that's not something I have bandwidth to do in the coming weeks.
