Steps to reproduce:

Open Firefox v123.0.0 "hamburger" menu and confirm new "Report Broken Site" is visible at the bottom of menu (see attached image).

Go to Tools | Settings | Privacy & Security | Firefox Data Collection and Use and DISABLE "Allow Firefox to send technical and interaction data"
Actual results:
New "Report Broken Site" option in menu disappears.
Expected results:
"Report Broken Site" option in menu should still be visible.
There is no documentation in the support article at https://support.mozilla.org/en-US/kb/report-breakage-due-blocking to indicate that users must enable telemetry data collection ("Allow Firefox to send technical and interaction data") in their privacy settings in order to see the new "Report Broken Site" option in the Firefox menu.
Also see cor-el's 21-Feb-2024 comment at https://support.mozilla.org/en-US/questions/1440314#answer-1637733 in the Firefox Support forum, which states in part that "The report is uploaded as a Glean ping, so if uploading is disabled then the "Report Broken Site" is disabled (hidden)".

Just some additional information.
If users have turned ON the Menu bar in Firefox (e,g, "hamburger" menu | More Tools | Customize Toolbar | Toolbar dropdown | Menu Bar | ENABLED) then the new "Report Broken Sites" menu option can appear in a second location on the Menu bar under Help (see attached image).
That means that if I have the Menu bar turned ON and I ENABLE "Allow Firefox to send technical and interaction data" at Tools | Settings | Privacy & Security | Firefox Data Collection then "Report Broken Sites" menu option is visible in two locations - under Help on the Menu bar and at the bottom of the "hamburger" menu.
If I DISABLE "Allow Firefox to send technical and interaction data" in my Privacy settings then the "Report Broken Sites" menu option disappears from both locations.

Actually if the option is enabled, then for now Report Broken Site should appear in three places: in the main Help menu, the "hamburger" menu, and in the URL bar's shield icon menu.

Apologies. I should have been clearer and stated in my original bug report that this bug only applies to the new locations for the "Report Broken Site" option in the Firefox v123 menus.
As I noted in my 21-Feb-2024 post at https://community.norton.com/en/comment/8553533#comment-8553533 in the Norton Tech Outpost, the method to report a broken site via the Enhanced Tracking Protection (ETP) shield in the address bar (i.e., click that shield icon, disable ETP, and select "Site Fixed? Submit a report" to submit the report as shown in that Norton post) still works even if I DISABLE collection of telemetry data ("Allow Firefox to send technical and interaction data") in my FF Privacy & Security settings.

Ah, I see, thank you for clarifying. That is actually the older reporter for anti-tracking/ETP issues. It is meant to be replaced by this new reporter, but while it still remains in Firefox, it will be shown if the new reporter is disabled.
