Sync web-platform-tests PR 44740 into mozilla-central (this bug is closed when the sync is complete).

When testing that each server is alive, wptrunner connects to the server's port but doesn't perform the TLS handshake. As of #44428, the connectivity test causes wptserve to log an error we should ignore.

The PR was not expected to affect any tests, but the try push wasn't a success. Check the try results for infrastructure issues
