The android a51 devices are being updated to use android 13 instead of 11. This bug is for updating the platform names to mention version 13 instead of 11. Specifically this platform needs to be updated: test-android-hw-a51-11-0-aarch64-qr/opt

The platform names will also need to be updated on treeherder: https://github.com/mozilla/treeherder/blob/1160cd0262e29cae46a39610dd0160aa497d7a58/ui/helpers/constants.js#L161-L165
