1882363 - Custom Search select-menu for "operator" has its options oddly grouped/ungrouped

STR:

1. Visit https://bugzilla.mozilla.org/query.cgi?format=advanced
2. In the "Custom Search" section, click the "Operator" dropdown (the second dropdown-menu-widget there)
3. Look at the options.

ACTUAL RESULTS:

• "Contains any of the the strings" and "Contains any of the the words" are grouped quite far apart, despite being very closely associated (if you're using the former, you might really want to be using the latter, and it's helpful for discoverability to have them close by)
• "is equal to" and "is less than or equal to" are grouped quite far apart.

EXPECTED RESULTS:

• Maybe these options that are currently split-up should be grouped together for discoverability/convenience.

Here's a screenshot. It feels like maybe the sections outlined in red should be adjusted to be alongside each other, and the sections outlined in cyan should be adjusted to be alongside each other.

(Maybe there are other reorderings that would make sense too; not sure.)

(For context, we ran into this because Valerie noticed that one of our layout bug-triage search queries was returning "unaffected" bugs when we were trying to search for "affected" bugs. This was because we were using "Contains any of the strings". RyanVM clued us in to the presence of the "Contains any of the words" option as the better-operator here, but we didn't see it initially in the dropdown list since it's in a different section.)
