Details

For users who have "can edit any bug" access, consider increasing the limit of attachment size to a larger number like 20MB or 50MB. This helps in cases where the testcse is large (e.g. image or video) or where the user wants to attach a screencapture video to demonstrate the bug.

This is an installation specific option, I assume you're talking about bugzilla.mozilla.org
