No. It feels like the page content overlay needs to be involved.

I'm not quite sure what you mean by "page content overlay" here?
I suppose I'm a bit confused if, right now, both docked devtools panes and the other sidebar shrink the content area size, why one of them would work correctly with the alert background and the other wouldn't. Are they using different mechanisms or perhaps at a different layer in the browser stack or something?
