Steps to reproduce:

  1. Visit https://codepen.io/phpcoder2022/pen/poBjEgj
  2. Scroll bottom scrollable element (have grey borders and teal content element) to edge right position

Actual results:

See that right padding is not visible

Expected results:

Right padding is visible

Chromium works fine

Per Emilio from the Layout matrix channel, this looks like a duplicate of bug 1768921. I'll attempt to repro the bug with the WIP patch for 1768921.
