Steps to reproduce

1. Open any PDF in Firefox. (https://bug1872721.bmoattachments.org/attachment.cgi?id=9370755)
2. Enable the Highlight editor from the Toolbar.
3. Highlight the Edges of a PDF file.
4. Print > Save to PDF.

Expected result

• All Margins of a PDF should be blank, or they should all be covered.

Actual result

• Only a few blank margins are displayed instead of all of them.
