1884369 - Button to manage DoH exceptions could be disabled if managing exceptions is blocked by policy

We have an enterprise policy that locks the DoH settings including the list of excluded domains. When this is in place going into settings still shows a "Manage Exceptions" button that when clicked shows the exceptions UI with a disabled input box and button with no clear reason why. It might be better to either hide the button or disable it entirely and add some message about it being locked by the organization.
