Sync web-platform-tests PR 45005 into mozilla-central (this bug is closed when the sync is complete).

Chrome's --headless means the old headless now, but that could be updated to mean the new headless mode.

Also check if --headless=old presents on the binary args. If it is, do not pass in --headless=new.

The PR was not expected to affect any tests, but the try push wasn't a success. Check the try results for infrastructure issues
