This seems similar to bug 1886345, in that enabling the non-default "keyboard navigation" setting in System Preferences causes us to behave the way I think is expected... but what is the expected behaviour when it's disabled?

As I replied in the bug 1886345 comment 2, there are two preferences that would affect the behavior of a keyboard navigation on macOS: the system-wide All controls and the Firefox setting Use the tab key to move focus between form controls and links - they both need to be checked for Tab key to be able to navigate anywhere besides the (largely) text inputs while on macOS.
fzxcvqwerasd, could you please let us know what is the state of those two preferences on your machine, when the issue is observed? The detailed paths to find them both is provided in the comment I linked above. Thank you in advance!

Set to access-s3 because this is a nuisance for keyboard users but not an actual barrier.
Managed to reproduce this issue on:
- Firefox 125.0b5;
- Firefox 124.0.1;
Tested and reproduced on:
- macOS 12;
Setting as NEW.

The severity field for this bug is set to S4. However, the accessibility severity is higher, .
:jhirsch, could you consider increasing the severity?

Clear a needinfo that is pending on an inactive user.
Inactive users most likely will not respond; if the missing information is essential and cannot be collected another way, the bug maybe should be closed as INCOMPLETE.

Within this particular dialog, once the left column is focused using the Tab key, specific entries can then be navigated using the up and down arrow keys. Doing this, the middle column is populated and the user can then tab into the middle column and use up/down keys to focus specific entries. Also, once an entry in the left column has been focused, a subset of the buttons in the right column become activated (depending on the type of item highlighted and its current state), see screenshot.

Since this dialog is keyboard navigable, closing as invalid.
