When all of these are false in nimbus:

  "global-lang-settings-enabled" : false,
  "global-site-settings-enabled" : false,
  "downloads-enabled" : false
}

Then, we need to not show "Translation Preferences".

This patch hides "Translation preferences" when all of the global settings
in the translation Nimbus experiment are turned off.
