we run the same tests, and linux acts as a good proxy while we wait for more fission features and tests to be enabled on android. When we are running the same test suites/configs on linux vs android emulator, lets only run those on m-c and tier-2.

note: no tests will be removed from running- just the majority of linux will be run less frequently. It will still be available on try server without any special tricks.
