Normally in Windows, when a window is closed, the previously active window
becomes the active one. With the Mozilla tabs, this is not the case. I often
open many windows while browsing (now I'm opening many tabs -- I like this much
better). When I close a window or tab, I expect the previously active one to
open -- usually the one I clicked to open the one I just closed. Instead, the
tab order of precendence is the order they are created, instead of the order
they were last active.

Reproducible: Always

Steps to Reproduce:
1. Go to any web page (tab A) and open a tab (tab B).
2. Go back to that first web page (tab A) and open another tab (tab C).
3. Close the newest tab (tab C).

Actual Results:  
You are taken back to the next tab in order (tab B) instead of the tab that had
been active (tab A) prior to opening the tab just closed (tab C).

Expected Results:  
Gone back to tab A.
