Firefox is the only browser failing these two tests:

scrollable-container 4
scrollable-container 9

The test has a link to [an spec issue][https://github.com/w3c/csswg-drafts/issues/129) Ting-Yu was involved. CCing Ting-Yu.

To me the underlying issue is same as bug 1887348.
