This pref controls whether APZ will to try to handle scrollbar thumb dragging without an initial round trip to content when apz.drag.enabled is also enabled. It's been enabled by default for about 7 years now (bug 1349750). Is this pref still useful?

I took a quick look:
- The only regressions from bug 1349750 were ones reported shortly after it landed, there aren't any more recent ones on file
- I haven't found any other case where toggling this pref off was useful for a diagnostic purpose, nor do I remember any
So, I think it should be fine to remove.
